About 500 million people worldwide are unable to use tampons, pads and other menstrual products due to financial constraints. That forces them to use makeshift supplies, from socks to toilet paper, to try to manage their periods. Activists say this has a profound impact not only on their physical health but also their mental health. In August, Scotland became the first country in the world to guarantee the rights to recurring products. Lawmakers told TIME why this new initiative is so important.
